I want to buy an evening dress that is not too expensive and somehwere in London or the surrounding area

try the resale shops first, the rich give stuff away to charities so they can write it off. I have friends that have found beautiful dresses and things there and saved tons of moola. I am in USA do they have resale shops in London? good luck!
